The Hangouts forum is strictly for groups of friends or finding them.
As an owner of the hangout you may:
Post ranks, post as much as you like on the front page, art and etc.
You may also ban people from your hangout (meaning blacklisting) So, use this if you want.
If your a "member" of the hangout, remember that you can't just be obnoxious. You have to listen to their rules as well.
